Changes to tobacco licensing in Victoria

Victoria now requires all businesses selling tobacco to have a licence. As of Sunday 1 February 2026, penalties apply for unlicensed sales. The licensing system helps stop illegal tobacco and keeps sellers accountable. Businesses must apply, renew and follow licence rules. Businesses that continue to sell tobacco products in Victoria without a license will be committing an offence. A public register of tobacco license holders is now available.
